This is a portfolio by Vincent Laforet, a contract photographer for The New York Times. He's a Canon and Apple guy.
Tilt and shift lens allows him to focus selectively and to create a very surreal atmosphere. Though he's not the first to use this technique for shooting sports but he certainly is one of the best out there in the field.
